Guildford Conservative Councillors Group are calling for the publishing of the formal commissioning document to KPMG (the auditors for Guildford Borough Council), instructing them to investigate the HRA (Housing Revenue Account) monitoring of Right to Buy receipts and repayments, together with the exact remit of that investigation.
The Press Release by the Coalition Administration of Guildford Borough Council on 26th February stated that “Auditors KPMG have been commissioned to write an independent report on HRA monitoring”, so why has it not been made public?
Cllr Nigel Manning said “We urge the current Coalition Administration on Guildford Borough Council to publish a full copy of the Commissioning report with the exact remit of the investigation, without any further delay. It is essential that it is shown, Why, Where and How this fundamental and long-standing failure in reporting occurred.”
Despite Cllr Nigel Manning specifically asking for sight of the commissioning document and the remit of that investigation, nothing has been provided. He said “How can decisions and recommendations be made on how best to ensure precise, open and transparent reporting in the future, if what happened in the past, is not fully investigated or understood”.
